The City of Windhoek says there is a need for legal consultation regarding the Electricity Control Board’s decision to stop municipalities from blocking electricity if someone has a water debt.The ECB instructed municipalities to stop the practice last month.

Windhoek spokesperson Harold Akwenye has raised objections, saying there is a need for legal consultations and policy revisions.
